Builders: question on house extension?

Being a contractor I ALWAYS give a detailed contract/proposal to every client. It states all work that will be done, price, down payment(if needed) and an estimated completion date. This guy sounds like a fly-by-night, I'll bet a million dollars in monopoly money that he doesn't have insurance either.
