Friend got a loan but is on benefits?!?

A friend of mine has just used elephant loans to obtain a �2000 loan, but she does not work, her only income is child tax credits and income support. Is it even possible to get a loan if you don't work? is the company dodgy, as they've asked her to pay a �59 arrangement fee and it'll take 3-5 days for the loan to be processed. She's also said the total amount she'll pay back will be �2800, I've worked this out to be an APR of around 19% this is a good rate from what I can gather by going on moneyspermarket etc, as a �2000 loan over 4 yrs with Sainsburys is 18.5% but that says excellent credit rating, surely someone who lives on benefits hasn't got an excellent rating!? Just wanted some advise as to wether the company is dodgy and she's being taken for a ride.
