General question about flirting, help?

I'm fine talking to girls, thats never been a problem. But I've always been unsure about the 'rules' as in, I've always believed for example that the girl has too touch the guy first like a hug or just general touching, to make the flirting okay, and if the guy does it first its a bit dodgy because he should wait for the girl too first, to make it okay (wierd i know). Is this right, or am i being to 'strict' on myself?
