How should I handle multiple top level domains of a single site? (SEO)?

I have a local Canadian business and I have both the .ca and .com domain. Right now both domains point to the same ip (so there are technically two identical sites, .ca and .com). I had it in the past where the .ca just forwarded to the .com. From a SEO perspective, what is the best way to do this?
